CMS Client Information
Kennell and Associates holds a small-business, task order-based Small Business Research and Demonstration (SBRAD) contract with the Centers for Medicare and Medicaid Services (CMS). Examples of Kennell's work under this contract include:
- Evaluating CMS’ new Medicare Chronic Conditions Warehouse (CCW). The CCW is a powerful new longitudinal database which contains patient-level Medicare utilization and cost data on beneficiaries with at least one of 21 common chronic conditions (e.g., diabetes, Alzheimer’s Disease, etc.). Tasks under this project included reviewing the literature on chronic illness, evaluating the strengths and weaknesses of the CCW database, producing analyses with CCW data, and recommending improvements to the database.
- Evaluating two commercially available “episode groupers.” This evaluation focused primarily on the clinical logic used by each of the groupers, but also included other issues involving potential use of episode grouping in Medicare.
- Evaluating the medical necessity and appropriateness of care for Medicare Long Term Care Hospitals (LTCHs). LTCHs serve the chronically critically ill (CCI). One part of this study is assisting CMS in developing a Report to Congress on LTCHs to review recent studies of the relative effectiveness of LTCH versus other forms of care for the CCI, identifying CCI patients, and presenting recommendations on the types of patients that are appropriate for LTCH care.
- Payment for chronically critically ill Medicare patients. Medicare patients who are critically ill for an extended period consume significant resources. This project focuses on identifying this population and considers appropriate Medicare payment values.
- Automated Monitoring System (AMS). CMS is developing a monitoring system to identify access problems for Medicare beneficiaries. This project builds upon work done by CMS to develop access measures and early-warning signs.
BUMED Client Information
Kennell and Associates holds a GSA work assignment based contract with the Navy Bureau of Medicine and Surgery. Examples of work under this contract include:
- Development and production of an analytical newsletter, highlighting uses of data and key themes of interest to the Military Health System.
- An evaluation of growth in Per Member Per Month Costs for care received in Navy medical treatment facilities.
- Preparation of scorecards to assess performance in Navy Medical Homes.
- Preparation of reports indicating trends in costs, workload and prevalence rates associated with a variety of clinical services, including orthopedics and diabetes.
- Map and gap analysis of available data to study the wounded warrior population, especially with respect to psychological health and traumatic brain injuries.
VA Client Information
Through a series of GSA contracts, Kennell and Associates has recently performed several projects for the Chief Business Office of the Veteran's Health Administration, including:
- An analysis of the cost impact and data requirements associated with the VA's planned shift to Medicare pricing for purchased care outpatient facility claims
- A comparison of VA's purchased care fee schedule in the State of Alaska relative to the fees paid in Alaska by Medicare, TRICARE, Medicaid, and commercial payers
- Development of "calculator" tools for applying Medicare pricing to purchased care claims for dialysis facilities, clinical laboratories, and ambulance services
Kennell is currently performing a fourth VA project to analyze public comments received in response to the VA's proposed rule for the shift to Medicare pricing for purchased care outpatient facility claims.
GSA Client Information
The services of Kennell and Associates are now available through a GSA contract. GSA contracts are designed to streamline the ordering process and reduce the time from initial contact to commencement of work. Professional services are provided to federal government agencies with established hourly rates under various categories. Kennell and Associates holds GSA Contract GS-10F-0125V under Mission Oriented Business Improvement Services (MOBIS), Schedule 874. Kennell and Associates can provide professional support services to agencies in conducting federal acquisition management activities.

- Acquisition document development, including cost/price estimates, quality assurance surveillance plans, statements of work, synopses, solicitations, price negotiation memoranda, etc.
- Expert assistance in supporting proposal evaluations, including price/cost analysis or technical proposal analysis
- Contract administration support services, including assistance with reviewing contractor performance, developing contract modifications, and investigating reports of contract discrepancies
